Educator credentials will undergo changes that will allow their holders to serve a wider range of students enrolling in teacher training programs next summer. Current holders of academic specialist diplomas may seek permission to transfer to a new authority at their own discretion.
The new educator framework consolidates seven credential areas into five by integrating language and academic development and physical disabilities and health credentials into each of the remaining credential areas. The scope of authority under the current Mild/Moderate, Moderate/Severe, and Early Childhood Special Education credentials has been expanded to reflect the new Mild to Moderate Supportive Needs (MMSN) Framework, Broader Needs Support (ESN), and Early Childhood Special Education. ECSE), but the Deaf and Hearing and Visually Impaired credentials remain unchanged.
Under the current structure, mild/moderate and moderate/severe credentials are limited to serving students in certain federal disability categories. The new MMSN and ESN credentials allow a broader range of students to be served based on the severity of their needs while remaining in compliance with federal law.
Education Specialist Credential
The new authority holder will continue to have the authority to support students from transitional kindergarten to age 22. The new ECSE authority expands the range of federal disability categories that holders are eligible for support while expanding the age range from birth through kindergarten.
The transitional authorization system for current educator credential holders mirrors the authorization for the new prior credential. The new mandate is paired with modified Teacher Performance Expectations (TPE), which reflect the expanded mandate. Current credentialists seeking bridge authorization are required to demonstrate possession of the modified TPEs in the new MMSN, ESN and ECSE credential. This can be done in several ways, including completing coursework offered by accredited teacher education programs, participating in professional development, and demonstrating competency certified by local school districts.

Another significant change in California’s teacher education system for candidates seeking a specialty degree in education is the requirement that each candidate complete a teaching performance evaluation when available. This Teaching Effectiveness Assessment (TPA) requires educator candidates to work with TK-12 students in classrooms across California and document these interactions through lesson plans, instruction, and student assessment (recording teaching practices and annotating videos as appropriate), collecting samples of student work and their practice. reflects.
Special Education Credential Program
All applicants enrolled in a pre-service education program with mild to moderate support needs or extensive support needs beginning July 1, 2022 are required to take and pass a CTC-approved TPA exam. TPA is still being developed for Visually Impaired (VI), Deaf and Hard of Hearing (DHH) and Early Childhood Special Education (ECSE) candidates; However, all candidates registered in the teacher training program beginning July 1, 2022 will be required to take the TPA field test developed for these three fields instead of taking and passing the CTC-approved TPA education test.
